Well, whether its safe depends on exactly how you use those files. If they are needed to boot the NAS, then it might not be safe to move them.
I'd use a soft link (not sure if a hard link to a btrfs volume is possible, but it doesn't seem like a good idea). You should move folders of course (there is no value in linking to individual files).
