Solved: Drive defaulted to read-only until it could be read and checked by the default OS after the power failure. Scanned and repaired the drive and now it is good to go.

After some more testing, the access issues are only affecting one external device. It appears the issue also affects my access through ReadyCLOUD and the Admin portal also. When I attempt to create a folder on the root or in a subfolder ReadyCLOUD and the Admin portal both give me the option to name the new folder, but no folder gets created after the refresh. I am able to create and rename folders and files on all other internal and external drives. The access permissions for this particular drive are the same as the rest and I can read and play any files on the affected drive.
