6.5.1, which you can download from http://downloadcenter.netgear.com/ -> storage -> ReadyNAS -> ReadyNAS-OS6.

I'm a bit confused which model is which... I have the 6.5.1 released today installed on a Pro (RNDP6000-100) and have no fan issues beyond the normal oddities I'm used to seeing with running OS 6 on it.
This unit was actually recently factory reset with firmware 6.5.0 on it (but I doubt that makes any difference in regards to fan speeds.)

I had this same issue. 6.5.0 on ReadyNAS Pro 6 works fine, but 6.5.1 caused alerts every few minutes with fan speeds that were too slow, even after setting it on "COOL". I rolled back to 6.5.0 and the issue went away, so the firmware is definitely not working correctly on the Pro 6.

Thanks for confirming this issue.
As the fan control on my PRO 6 works really well in 6.5.0 - I even like to say that it works better than any other version (even the OS 4 ones) - I hope that a future 6.5.x version will embed the way it works in 6.5.0. If not, then I will stick with 6.5.0.
