First thing would be to make sure WOL is working on your local network. Usually this works best with "Send as broadcast" enabled if you're using NAS Utils.
WOL over the WAN (Internet) can be tricky depending on what your router set up supports. I usually give people the following link, which, although is specifically for DD-WRT has a lot of applicable advice:
