Windows Security Issue accessing NV+

Those options clear automatically because they are actually actions, not properties of the share. That is, when you set them and hit apply, the NAS scans all files and folders in the share, and adjusts the permissions. This is a one-time event.
Usually you set the "advanced CIFS permissions" options in the CIFS tab first (for instance setting all four permissions to "read/write" there), and follow up with the set ownership stuff in the advanced options to apply those permissions to all existing files/folders in the share.
Anyway, I notice that you are setting the file owner to admin. Are you also using the admin account on your Windows 7 and Vista PCs?
