1. Already you have configured controller IP/VLAN settings as
IP Address 10.64.39.50
Mask 255.255.254.0 = 23
Management VLAN = 1which includes HostMin 10.64.38.1 to HostMax 10.64.39.254 for VLAN 1.
2. After that you are trying to configure DHCP server 10.64.38.0 for VLAN 2, controller is throwing error as because you are trying to configure 2 different VLAN for the same subnet.
3. To avoid above error and to solve your issue, you can follow the below configuration,
Controller IP/VLAN settings,
=====================
IP address = 10.64.39.50
Mask 255.255.255.0 = 24
Management VLAN = 1DHCP server
==========
VLAN = 2
IP network = 10.64.38.0
Mask = 255.255.255.0
Default Gatwway = 10.64.38.1 or 10.64.38.254.
Start IP = 10.64.38.100
End IP = 10.64.38.200I hope this helps, kinldy post your feedback.
