Officially, no. Cable devices have none of the "mode" options available on DSL modem.routers.
Your best bet is to try something like this:

Even if you set it up in access point mode (which is doesn't have), you wouldn't be able to connect through the coax in the upstairs.
Have you tried centrally locating your current modem?
Or looked into getting a wireless extender? I'm a fan of the tribands because of their dedicated backhaul.

Hmm I'm looking at an access point option and when click it all of the local wifis show up.

What are you actually clicking on? The C7000 doesn't have an access point mode

That just shows the wireless access points in your area so you can choose the right channels. It doesn't put it in access point mode.
