Error: "Login failed. The router response timed out"

I am attempting to update firmware.  My current version  is 1.01.32.  I'm not able to do it via mobile device. 

I am trying to do it via desktop/ethernet connection.  When I attempt to login to the router, I get "Login failed. The router response timed out"

       On what?

       That's a cable-TV modem+router.  Only your ISP can update its
    firmware.

       What's your "desktop"?

       How, exactly?  Some web browser?  Using some URL?

       What do the LED indicators on your device indicate?


       Visit http://netgear.com/support , put in your (actual) model number,
    and look for Documentation.  Get the User Manual.  Look for the LED
    descriptions.  Further reading might also be helpful.

      Yes, it's a nighthawk c7000 v1. My desktop is a HP. My ISP provider didn't provide the modem/router so they won't manage the device. I tried to update via nether software, web and mobile app (not compatible with remote managment.)

           Ok.  Then only your ISP can update its firmware.

           I'll assume that that means some version of Windows.

           Which is?

           That doesn't matter.  This complaint appears here repeatedly, and the
        answer is always the same:

              If your firmware is outdated, you cannot manually upgrade your
              cable modem's or modem router's firmware. You must contact your
              Internet service provider (ISP) to upgrade your firmware.

           I don't know what that means.
