In a word, no. The C7800 is a combination cable modem and router. The only input is via a coax cable.
Your fiber service will have an Optical Network Terminal (ONT) for the termination point. Normally the ONT has an Ethernet output and you would need a router. Some ONTs are also combination devices that include a router. Depending on what part of the world you are located, common practices vary.
