Unable to port forward TCP connection while UDP is enabled.

Unable to port forward TCP connection while UDP is enabled.
I have enabled port forwarding for both UDP and TCP for 16000 on my router - C37000
But I only see the UDP connection to be open. Could you point me to any settings that I have to explore?

Perhaps, but showing the actual rule(s) would add credibility to that
claim. Copy+paste is your friend.

Are you running any server program on the target system which is
listening at this port? Also, are you testing the target system at its
LAN address, or at the router's public address? Both should work, and
only one depends on the router's port-forwarding anything.
In my experience, people who talk about ports being closed often
don't understand the problem. A port looks "closed" when there's no
server program listening at that port. All the port forwarding in the
world won't help you if, at the end of the line, no one is listening at
that port number.
