Can my ISP damage my modem?

So my ISP has been having some problems lately. They are a small local company with a stranglehold contract on my county. Luckily that contract is up in a year so the big three will be moving in soon. But the past 2 weeks they’ve been having real issues constant drops in connection, fluctuating speeds and power levels, and the dreaded constant need to power cycle my modem to get back up running. Sometimes it last 5 hours sometime 5 minutes completely random. I noticed today when I came home my computer room was noticeably warmer than the rest of the house (usually the opposite unless I’m actively using it) the Internet was down so a power cycle was needed. When I reached up my modem was noticeably warmer than usual. Could my local ISP be sending too much power to my modem possibly damaging it?

Yes too much signal on the line can cause damage.
