Orbi & Circle - Unable to set limits on YouTube for my LG OLED TV. Option is grayed out.

Hello - trying to limit YouTube watching.  Circle does not give me limit as an option to select as its grayed out.  

Is there any way to limit YouTube access for 2 hours a day across the whole network any user?   Could not find an option in circle.
