Hardware version (plain/"v1", "v2", ...)? Firmware version?
I first ran into a problem like this on a DGN2200v4, and someone else
has reported a similar problem on a D6400:

I haven't tried it on my current D7000 (ISP-chosen, simple PPP
password), but I wouldn't be amazed if this firmware defect were more
widespread.
I've assumed that the problem affects any UNIX-shell-special
character, but I haven't done any serious testing. That would include
"$", but not "_". As I said in that other thread, adding a backslash
escape worked for me on the DGN2200v4.

I tried an experiment on my spare D7000 (V1.0.1.48_1.0.1), using the
Web interface to set the PPP password to a few different values, each
including a special character, and then looking at what was stored in
/tmp/nvram. In each case, the Web interface seems to have stored the
correct value:
# grep pppoa_password= /tmp/nvram
pppoa_password=abc<def
# grep pppoa_password= /tmp/nvram
pppoa_password=abc;def
# grep pppoa_password= /tmp/nvram
pppoa_password=abc$def
So, if such passwords are getting corrupted, it would seem that the
Web interface is not the problem, and that it might (must?) be happening
when the stored value is bring extracted from storage, and transmitted
to the ISP.
As before, it would be useful to know the firmware version involved
in the original complaint.
On a DGN2200v4 (V1.0.0.66_1.0.66), where I first experienced this
problem, the results were similar:
/ # grep ^pppoa_passwd= /data/nvram
pppoa_passwd=abc<def
/ # grep ^pppoa_passwd= /data/nvram
pppoa_passwd=abc;def
/ # grep ^pppoa_passwd= /data/nvram
pppoa_passwd=abc$def

failed with firmware 10148. upgerade to 19150, same problem. password not being sent to isp correctly

Have you tried the "\" work-around described in the thread cited
above? It won't actually fix what I assume is a firmware bug, but the
experiment would have some diagnostic value.
