The USB port is not usable for networking.
You would need an Ethernet based Wi-Fi bridge. Something like a Ubiquiti Nanobeam. Honestly, 700 meters is pretty far. Even with the Nanobeam on your side, the signal from the library is going to be pretty weak without a dish-like antenna at the other end.
