DHCP not standards compliant with WAN ping enabled

I have notice that when WAN ping is enable, the DHCP client is not compliant.
The Netgear seems to enable the external IP after receiving the DHCP Offer response, instead of after the DHCP Ack. This causes issues because most DHCP servers will attempt to ping the IP address after the DHCP Offer to ensure that it is not in use. Because the Netgear responds to the ping, the server then cancels the offer and marks the address as "busy" (in use).
Running the latest firmware: 1.0.1.47

Actually technically the device should not even respond to ARP requests on that IP address, because until the ack stage, the address hasn't actually been assigned to it.

our engineers look into this and the testing result confirms D7800 does not have the issue with DHCP client compliance.
