MR60 can not see MS60 in AP mode

MR60 can not see MS60 in AP mode
MR60 is in AP mode.
MR60 & two MS60 are all with solid blue led on.
ALL of them are with latest firmware.
Both MS60 connect to different switch (same network)
Both MS60 got local IP.
Just one of the MS60 got attached devices.
MR60 see every attached devices.
Can't set the static IP on MS60.
Problem: MR60 never show connected satellites on web UI or iOS app.
Tried reboot them all.
Btw, the app is useless, can't even find MR60 while using MR60's wifi.
Force to use Anywhere Access.

the key thing is the satellites needed to be connected directly back to the MR60. I've seen people hand a switch off their primary router (not the mr60) and connect the satellites to that and expect them to connect fine.
It needs to go MR60 wan port----->lan port on mr60----->satellites/switches.
Is that how you have it or is the switches/satellites connected to the primary router.

My setup:
Modem -> pfSense -> switch#0 -> switch#1 -> MR60
Modem -> pfSense -> switch#0 -> switch#2 -> MS60
Modem -> pfSense -> switch#0 -> MS60
They are all in same LAN.
I checked their firmware on each of their webUI.

Modem -> pfSense -> MR60 -> switch#0 -> MS60
Modem -> pfSense -> MR60 -> switch#0 -> MS60
