New MS60 won't pair, just blinks

Subject pretty much says it all... New out of the box MS60 just blinks white when plugged in.  Does not respond to the reset button (quick press, 10 second press, 1 minute press)...   It just blinks.  MR60 does not find it  Sync button does nothing either... It just blinks.  Is this a bad satellite, or what should I try?
