without a dsl modem? no. 

if there's a dsl modem/router prior to it? then yes you can connect the orbi to it.

Orbi doesn't have any with a dsl modem integrated. But you can use your standard modem/dsl router that you have an put it in modem only/passthrough mode. In that mode you can hook up an orbi setup to it

As far as what NG produces, NG has the following MESH products:

NG would not know of other router mfrs products or what they support. 

You will need to research the other router mfrs product pages to see what they support for DSL modem MESH, if they have any.
