Orbi RBR20 Slow Upload Speed

I have an RBR20 (Firmware V2.3.5.26)with one satellite that works great for my mobile devices, With AT&T Gigabit, I reliably get speed tests in the Orbi app of 500-600 Mbps up and down. When I run the speedtest app from my phone or tablet, I consistently get 300-400 Mbps up and down, so clearly the Orbi is doing a solid job for those devices. However, when I run a speed test on my PCs, they both get 200-250 Mbps down, but only 1-5 Mbps up.

 

When the PCs are connected directly (via wifi or hardwired) to the AT&T modem (Arris NVG599), I get blazing fast speeds: Wireless: 400-500 Mbps both up and down. Hardwired: 800-900 Mbps up and down. That proves that the problem isn't with the PCs, but with the Orbi.

 

Things I have tried:

Beamforming Enabled

MIMO Enabled

IPv6 disabled

QOS disabled

Changing WiFi channels on both the 5ghz and 2.4 ghz. 

I have no WiFi neighbors to interfere with my setup.

 

Moving the PCs closer to the base has had no effect on upload speed. One of them lives approx 2 feet away from the base station.

Finally, I have hard-wired both PCs directly into the base station, entirely eliminating WiFi as the source of the problem. 

 

Any ideas why the Orbi would be throttling my PCs vs mobile devices would be helpful.

There is a router already built in to your ISP modem. This would be a double NAT condition which isn't recommended. https://kb.netgear.com/30186/What-is-Double-NAT

Couple of options,
1. Configure the modem for transparent bridge or modem only mode. Then use the Orbi router in router mode. You'll need to contact the ISP for help and information in regards to the modem being bridged correctly.
2. If you can't bridge the modem, disable ALL wifi radios on the modem, configure the modems DMZ/ExposedHost or IP Pass-Through for the IP address the Orbi router gets from the modem. Then you can use the Orbi router in Router mode.

I would try option #3...

Thanks for the fast response. I should have mentioned that I've done all that.

The Arris router is in bridge mode and all WiFi on it is disabled.

As I mentioned in the original post, I've eliminated WiFi as the problem by wiring directly to the RBR20, but it still only gets 5Mbps max upload, even over a CAT6 cable.

 

Every other device works perfectly fine, including a Windows 10 laptop. It's only the tower PCs that get 5Mbps upload on the Orbi. They each have different wifi and ethernet cards and both work perfectly fine on other networks. They only have this problem on my Orbi.

What are the adapter models on these PCs and any differences between them and this one tower? 

If other PCs are working and this one tower isn't, I would check and review this one tower PC.
