My iPad mini will connect to the signal but does not show up in device manager nor does it have internet access. I’ve rebooted both devices. Changed the security to none. Turned on Guest network but nothing works. My phone and wife’s phone and work iPad all connect fine. Any clues will help

The fault is your Ipad. reset your Ipad network settings and try to connect to the proper WIFI network.
