RBS50 - Showing as DEV Mode and 3 other MAC ADDRESS

I have tried the following to connect my rouge RBS50; RBR50 won't sync up!

1.  Reset it, pinhole/held if for 30-60 secs

2.  Did the 30-30-30 reset-- heck I even did the 60-60-60

3.  Tried the TFTP - push the firmware to port 69 -- it wont establish any connections.

4.  Tried the IP 192.168.1.250 thru web and keeps getting Internal server error: 500

5.   Reset all 3 Router/Sat to factory default as well.

However, I did see the following;  4 MAC address with the same IP assigned to it by the RBR50 has the NETGEAR/ORBI discriptions.. Please see attached screenshot.

RBS or RBR are not usually in DEV mode. A normal 15 second press of the reset button is all thats needed to do a factory reset on the RBS and RBR, walk thru the setup wizard on the RBR to set up the RBR and RBS.

Most current version of FW is v16. 

If your usuing the Orbi in a different mode then maybe something to contact NG support about.

I was not, I just noticed that RBR50 was only sync with one RBS50, that's when I started to do those troubleshooting.. Is there any suggestion to how to fixed this issue?
