Orbi VPN setup generates 400 error

Orbi VPN setup generates 400 error
Orbi generates 400 error when trying to enable VPN. Armor security not enabled. Circles (not standalone) enabled.
Check the ENABLE VPN
tick UDP
set start port to 12973 (also tried1273)
tick UDP
set end port to 12974 (also tried 1273)
tick AUTO
SAVE generates the 400 error - Server is not able to handle this request
Any ideas?

My VPN works. I chose "All sites on the Internet & Home Network" rather than "Auto".
Can you specify which Orbi router this is and the firmware release number?
(Hint: "latest" is not helpful.)

Orbi RBR 40 ver 2.3.5.30 (No updates available)
Tried your config - All Internet, etc - same reaction -

Just checking (I am tediously "literal"), clicking the "Apply" button results in error 400, not "Save"?

Oh, sometimes trying a different browser helps. (I cannot remember how to "clear cache", so I just open a different web browser when I run into problems).)
