Just to verify, are both PC and TV directly connected to the GC728XP or are both connected to an ethernet port on the wall that connects to the GC728XP?
On what specific switchports are the PC and TV connected?
Have you tried to connect both PC and TV to other switchports? If not yet, kindly try it and check.
Also, I suggest you to update the firmware from v1.0.5.25 to v1.0.5.35 then observe if the same problem will occur. You can download GC728XP firmware v1.0.5.35 here.

DaneA, both PC and TV are connected to an ethernet port on the wall that connects to the GC728XP. The switchport for the PC is 9 and the TV 10. The LEDs for the TV are now lighting up, problem was the TV was not turned on (oops...). Still not getting any LED lights for the PC. I cannot easily connect the PC to another switch port as the CAT6 cable is hard wired to an RJ45 Patch Panel. Tried moving the jumper cable from the patch panel to a different switch port but still no LED lights. Since I can get the switchport 9 to light up if I connect one of the working ports to switchport 9, it seems like the problem lies somewhere between the patch panel and the PC.
