I am confused...what is the PoE port used for? I cannot connect a PoE device directly to it and get power correct?

Correct, it does not provide PoE power there. Port 1 is a powered device (PD) port that can receive Power over Ethernet (PoE) from
a PoE switch so the switch can be "remote" network powered without a local AC adapter.
