Netgear will only provide support if I give them money on this switch. I do not have an active support contract.
Even though this has never worked I do have a work around by using my Mac computer and a browser that can access the switch.
I don't plan on paying netgear money when I have a method to configure the switch.
I just wish their software actually worked.

Kindly answer the questions below:
a. Is the operating system of the PC you are using Windows 10?
b. Have you tried to isolate the problem using a Windows 7 PC?
c. Is the PC you are using connected directly to the GS516TP switch?
d. Is the PC you are using has the same IP range as with the GS516TP switch?
e. What is the current firmware version of the GS516TP switch?
f. Have you tried to right-click on the Smart Control Center utility then click on 'Run as Administrator' and check if that helps?

Have you already set the Smart Control Center utility to be on the Allowed Programs? If not yet, kindly check this link for Windows 10 and this link for Windows 7.
If ever you have already set it on the Allowed Programs, kindly try to uninstall the current version of the Smart Control Center utility on your PCs then try to install a lower version of Smart Control Center utility like v1.1.3.1 then check if the GS516TP will be detected. You may download the Smart Control Center utility versions here

I first checked to see if Smart Control Center is on the Allowed Programs. I found two instances of sccd that showed allowed for home networks.
I then uninstalled version 1.1.3.3 and installed 1.1.3.1 there was no difference.
I then uninstalled version 1.1.3.1 and installed 1.1.3.2 there was no difference. sccd still showed up as a allowed program twice.
I am not able to detect the switch using Smart Control Center.
Any other things I should try?

I believe that Smart Control Center utility also uses WinPCap. Kindly access the article here and double-check the compatibility on both Windows 10 and Windows 7 as per the instructions indicated. Let us know the result.

I installed winPcap as requested using the compatibility mode on a windows 7 computer. I then rebooted the computer and launched the Smart Control Center software ver 1.1.3.2 and had exactly the same results.
After selecting Discover the program says it's initilaizing with a progress bar and nothing is discovered.
Any thing else I should try?

I'm sorry to know that the support warranty on the GS516TP has already expired. However, for me, its better to manage the switch through its web-GUI via a browser. But of course, it would be best to have the Smart Control Center utility work as well.
