Raidar has constant blue light and cannot access setup

OK, tried many things and this is what i have come up with,
With new or old disk in NAS nothing shows on RAIDar, I have bypassed the router and have cable directly in PC, still nothing, I have taken disks out and
RAIDar sees the NAS and the IP shows 192.168.0.168
atleast i see something, i was close to just buying a new NAS. does this mean anything or are we getting closer?
