GS316 Setup -- Possible to have Router downstream?
We're remodeling our house and have put in a home run in our new utility room (in the basement of our 2 story house). Here I have my Spectrum PC15 Cable Modem which then connects to my GS316 switch....

I'm afraid that the only way is to properly set it up. The proper order of the connection of your network devices should be: SpectrumPC15--R6400--GS316.
Since you need WiFi coverage in the living room, I suggest you to deploy an Access Point to the proper network setup I mentioned. For the Access Point, I recommend you either the WAC505 or WAC510. The proper order of the connection of your network devices would be as shown below:
