For machine2machine communication, and where 2FA is enabled, you need to Using app passwords with apps that don't support two-step verification as there is no human doing the 2FA.

I looked in my outlook.com account under Sync Email and see for SMTP:
Server name: smtp.office365.com
Port: 587
Encryption method: STARTTLSNot sure the server name makes a difference but they do respond to PING with different IP addresses.

Your Outlook account config looks fine.

There is no need to worry about the IP address - there is always a list with several (and different) IP addresses in all regions of the work.
Have read and understood about the need for configuring an App Password in Using app passwords with apps that don't support two-step verification as there is no human doing the 2FA, and your Outlook (or 365 account) is very likely converted to a two-factor-authentication system, prohibiting the use of the previously known and workable password?
