WNDR4500v2 not booting

WNDR4500v2 not booting
Been having an issue with a WNDR4500v2 router. Plugged it in today for the first time in a while and when I hit the power button, it doesn't boot up. All it does is display an orange steady LED in the place of the power LED. The WPS LED is also illuminated in green. This is as far as I can get with it. Any suggestions?

If you hardwire into it can you ping/access it?
have you tried factory resetting it? Push and hold reset for 7-15 seconds until the lights change?
