GS108Tv3 - Egress rate limiting option missing

I have a GS108Tv3. The user manual says there should be an option for "egress rate limiting" in the QoS settings but it's missing. The only option I can see is "ingress rate limiting", which is under QoS -> Advanced -> CoS Interface Configuration. I'm using the latest firmware (7.0.9.11).

This feature is advertised for this device so where is it?

    p. 262 Configure the CoS settings for an interface

    6. Select QoS > CoS > Advanced > CoS Interface Configuration.

    10. In the Interface Shaping Rate field, specify the maximum outbound transmission rate
    bandwidth in kbps.
This setting is used to shape the outbound transmission rate in increments of 1 percent in
a range of 0–100. This value is controlled independently of any per-queue maximum
bandwidth configuration. It is effectively a second-level shaping mechanism. The default
value is 0. The value 0 means that the maximum is unlimited.
The expected shaping at egress interface is calculated as follows:
frameSize × shaping/(frameSize + IFG), where IFG (Inter frame gap) is 20 bytes,
frameSize is configured frame size, and shaping is configured traffic shaping.
For example, if 64 bytes frame size and 64 kbps shaping are configured, the expected
    shaping is approximately 48 kbps.

Thanks, it looks like the wording was changed at some point to "interface shaping rate".

However, the documentation is very unclear. It says both that the "interface shaping rate" field is "the maximum outbound transmission rate bandwidth in kbps" and also that "this setting is used to shape the outbound transmission rate in increments of 1 percent in a range of 0–100." In reality, the field accepts values from 0 to 4096!

If I want to restrict the port to 40 Mb/s egress, what number am I supposed to put in? The link speed is 100 Mb/s, so do I put "40" for 40%?
