Welcome to our community!
As per checking in here that you do have two IP cameras that isn't working with the POE. Normally, switches doesn't need anything to power up a POE device, unless they are incompatible and doesn't have the same protocol. May I know what is the camera that you are using? What model? At first, you may just try to reset it first to factory default and just plug in the IP camera and see if that will work. Try all the ports just to isolate the issue.

I'm sorry about not providing a feedback, I wasn't at home to test it.
However it seems that only port 4 is able to provide poe, while port 3 emits an audible electrical noise. I'm going to return this unit to the reseller.
