The GS308EPP does only support active PoE, an active IEEE compliant powered device must be connected to the IEEE PSE before the switch does bring up a voltage to the wires.
Mute to talk about voltage - because it's not cheap passive PoE. The IEEE standards for 802.3af, 802.3at, and 802.3bt has certainly definitions for the exact voltages - the user does not have to care about however. That's why you rarely see voltages on the spec sheets.
