Not sure what you expect.
The switch PoE circuitry isn't limiting the power to what the PD does request, the max available is still 99.9W (due to regulatory definitions max. under 100 Watts), permitting the switch has enough power available within it's total power available.
If you have a wall outlet of 120V and 15 Amps, connect a heater 1500 Watt heater, drawing 12.5 Amps, the outlet is still 1800 Watts.
If requesting 15.0 W resp. 25.5 W from the PSE, the PD does get a credit reservation of the requested amount of power. If draws 15.066 W, this is more than what you have reserved with 15.0 W. Review your PD hardware (or for the sake of it your test case).

explain more detail as below,
When powered device requests 13 watts or 25.5watts, then PSE_M4250 allocate 13watts or 25.5watts actually. We did an experiment at same time when powered device requests 13 watts and we adds extra loads, then PSE will close power delivery to start power protection. According to this result means that PSE allocates actual watts based on requested watt from power device.
Although we approved this , but when we check the NETGEAR CLI Command which we can’t find the actual watts allocated by PSE_M4250.(It always show 99watts,see below picture). My question is where or how can I fine the real allocated watts from M4250 web terminal? which function or command can I use?

However, below is an example from CISCO catalyst9400 POE Switch.
Under CISCO CLI Command Mode,we can use ”show power inline” Command” to check the allocated power on the PSW Switch.
