Two Internet connections, over two routers, to networks, two VLANs, two dedicated networks. If required, static IP routing between two LAN subnets using the available cut-through L2+ routing certainly works. Said this, doing so requires some design and planning.
But this is about all what can be implemented - no magic fail-over is feasible. Sorry for that 8-)
