Since you have already tried two PSE switches already, it would be best that you open an online case with NETGEAR Support at anytime about your concern for further assistance.

I'm having a similar issue. The netgear GS105PE is connected to a Cisco SG300-28PP, with is PoE+ (802.3at) compatible. The switch is correctly reporting that it detects the netgear as a class 4 device, which is -at, and allocates it the full 30 watts. However, the Netgear only initializes in -at mode about 1 time out of 20 or so, fairly randomly. Whether I reboot either switch, or just patch the netgear into a different port on the Cisco makes no difference. I tried this with several different GS105PE switches, and several different SG300 switches, including having the netgear be the only device plugged into the switch. Here is the power status on the Cisco switch:

On the Netgear, the PoE LED on the PD port 5 is orange, not green (thus, -af, and not -at) and fails to power up the AP, plugged into port 1, is needed (PoE light on port 1 flashes, indicating PoE error). The rare time I can get the Netgear to detect -at successfully, the AP powers up perfectly.
Please advise.
EDIT: The firmware on the Netgears is 1.4.0.9 (latest as of this post)

Small addition - on port 5, here is the behavior when plugging in the cable form a PoE switch:
1) light turns orange instantly
2) After about 200 ms, the light turns green
3) After another 500-700 ms, the light turns back to orange.

Have you tried to perform a factory reset on the GS105PE switch then check if same problem will occur? If yes and still same problem, I suggest you to open an online case with NETGEAR Support at anytime. Kindly state your concerns for further assistance.
