if these switches are restarting (e.g. following a power failure) and there was no static/fixed IP address configured, the default is DHCP. The known issue is the sub-standard DHCP client which does not wait for a successful DHCP config assignment. Should there be no answer from the DHCP server within a few seconds, the DCHP client does fallback to the default LAN IP. And yes, the time is much shorter than the boot time of a router and a more complex DHCP environment.

Sounds plausible even though it has been a while since the last power outage and I rarely use the web console for the switch. The router of course does take longer to boot than the switch.
I wonder if I can set the switch static address to the one the router has reserved for it in the DHCP table.

Yes, well feasible. The switch allows the configuration of a fixed static IP config instead of trusting the router DHCP reservation.
