Poe GS316P mode

Hi , I need to support both mode A and mode B from this switch. My mode B 24v device will only power from a separate power supply.

Afraid, you are completely on the wrong design approach.

Standardized IEEE-Standard PoE (802.3af-2003), PoE Plus (802.3at-2009), and PoE++ 4-pair PoE (802.3bt-2018) does use standardized voltages. A PSE (power source equipment) won't provide any power unless there is a link resp. link layer negotiation with a standards compliant PD (powered device). On standards compliant IEEE PoE, the user does only have to care that the PSE can provide enough power (per the standard designation) - voltage, mode, et all is all set.

The designation "24 V" does clearly show it's not standards compliant PoE. Only proprietary injectors or the like will be able to deal with tis 24 V PD.
