I am thinking a failing switch port is one possibility.  

 

Another thing you might try is a hardware reset of the switch.  I had what looked like a failed switch port on my one GS724 (different version) years ago, and a hardware reset cured it.

    I have tried hard reset and factory reset multiple times.

    The Switch is incredibly slow and the connection is unstable.

    I will have to try the hard reset again today without any devices connected.
