Setting up a VLAN

Hello all, I am new to advanced switch configurations. I have 2- JGS 516PE switches, a TP-Link AD700 router with 4 ports and a CM2050V modem for the internet connection.  I need to set up 3 spearate VLAN's to separate guest traffic from admin traffic. The third VLAN will be for cameras. All devices need internet access. Logging into the switch and playing with different settings has proven fruitless. Devices on one post can see other devices/VLAN's. I seem to be missing something here. Can you help a newbie out?

  • I should add that each switch is connected via port 16 to a port on the router.

      Set-up three VLANs is rather easy - have a router able to handle three independent networks, by VLAN tag or by port, handling three different IP subnetworks with NAT, offering dhcp services, isn't.
