What happens to packets when the switch is powered off
I'm trying to understand what gets saved and what gets cleared when I power down my GS724tv4 switch.
As an experiment, I removed the power cord and counted to 10 (slowly). When I restored power I was able to determine that the previous startup-config was still in place.
What I'd like to know, is what happens to any packets that were received when power is lost? Are they kept until power is restored? Are they in volatile memory that gets cleared when power is lost?
I poked around Google and the Netgear community and documentation, but didn't see anything that answers my question directly. I'm a software guy trying to set up a network for our small business. Any help or pointers to information would be great.

I was able to download the certificate using my smartphone using mobile data, not Wi-Fi. See the discussion below.

I've tried with several different browsers, FireFox, Chrome, and Edge, to download the link. Each browser times out after about a minute or so.
I usually don't have problems downloading files from sites, I'm not sure why this one is giving me so much trouble.
