Good day!
It seems that you are using the included PA that came with the switch.I am not certain why the power output is below what was advertised. Anyway, this should power up POE/POE+ devices out of the box with 60W POE budget using the PA that came with it. Can you share what type of POE/POE+ devices you tried in the switch?
You may want to look at the product installation guide with POE specs for more information.
