How many PoE+ devices are connected to Cisco switch?, need to check whether the AP requested power and switch is able to deliver the requested power. Could you please try using different ethernet cable and changing the switch port?.
The log of the switch shows that the device is connected to AT, but the AP actually receives AF input.
When the AF input AP is fully loaded, the power consumption is insufficient.
Can AP be turned on normally when the switch is powered by AT mode? or is there some services running after the AP is powered on normally, causing the switch to stop power supply?.
Because, we use PoE+ switch in our lab and didn't come across power negotiation issue.

Thanks for the reply.
Only one device use POE on the switch, this is the access point. The total power of the switch is 370W, we can see on the switch that 802.3at is used by the AP. We already tried to use another cable on another port, same result.
The POE+ negotiation seems to be OK. We received email when configuration changed, and at startup, we received three emails :
- firmware check
- [Configuration Changed]-powerdetection.power.power_recv_pseAllocated='13000'
- [Configuration Changed]-powerdetection.power.power_recv_pseAllocated='25500'
