I cannot connect via browser or via the app
I am having the same issue with my RBR750. I cannot connect via browser or via the app. Trying to see if there is any alternative to a hard reset.

B TW when accessing via browser (and I tried several different ones and from different devices) I get "Connection Refused".

What IP address is your PC or laptop getting from the RBR when ethernet connected behind the RBR?
What browser are you using? Try MS Edge or Firefox.
Try a different PC
What Firmware version is currently loaded?
What is the Mfr and model# of the Internet Service Providers modem/ONT the NG router is connected too?Be sure to disable any MAC Address randomizers on phones and pads while at home:

When a web browser connects to the web server built into Orbi routers, the server displays a prompt asking for user name (which is always "admin") and the administrative password.
If "Connection Refused" comes up before the login prompt, that indicates either
- The connection attempt is to the WAN IP address, rather than the LAN IP address, or
- The connection IP address does not belong to the RBR750 router, or
- The RBR750 web server is not functioning. If rebooting the router does not help, then the only solution to that is to perform a Factory Reset.

The end result was, I had to do a factory reset. I do believe the RBR750 web server stopped functioning.
IMHO, one of the automatic updates hosed it up. I have changed back to manual updates and will check monthly/quarterly for updates - if one is present, I will perform a back and then install the update manually and reboot the router. I have done this process with previous products but I had hoped that the auto-update process was better now.

Something to do later on or now, I'd manualy re-load FW files on any RBS first and then the RBR using a ethernet connected PC and web browser. After that, power cycle the system OFF for 1 minute then back ON. Disable the AU feature on the RBR.
I find using Manual FW update path is more stable than Auto Update: Procedure to Manually Firmware Update Orbi and Nighthawk Mesh systems. | NETGEAR Communities
Glad you got it working. Please mark your thread as solved so others will know. Be sure to save off a back up configuration to file for safe keeping. Saves time if a reset is needed.
