Alrighty, plugged a different PSU in and have exactly the same issue, feel like it may not be a power issue after all, perhaps the board has died?

You didn't leave out connecting the square 4-pin connection for CPU power, did you? It's easy to miss.
Assuming it's connected, then the board probably is the issue. A RAM or CPU problem doesn't usually act that way, and they are the only replaceable components.

Definitely had the 4 pin plugged in too, in all honesty it's probably easier to scrap the whole NAS and start again at some point.
Big bonus though, thought I'd wiped my old laptop that originally had all the files that were held on my NAS and threw it in the WEEE at work, turns out I still had it and hadn't wiped so I recovered all of the files I thought I'd lost :)
