usb port behaviour when shutting down. RN104 OS6.1.1

I noticed that when the nas is shutting down, that at the last moment before powering off, the external usb drive spins up and then spins down. the disc is not even spun up till its maximum r/pm and i don't think that is a healthy thing to do.
It can be that this is in the hardware design of the nas. If so then it is better to spin up the external usb drive at the very beginning of the shut-down procedure, so that it has the time to do things at a nomal pace
