It doesn't. The thing is that by setting the Share access, you simply allow one/some/all users to do something. The users then can decide to just use a subset of what you were initially allowing. So if a share is shared to be r/w for everyone, a user can still create a file with readonly access. That's nothing special but just the way access permissions on Unix like systems work - and actually the same is true for Windows, too.

That's rather strange, I suggest you check your media share's settings again. There should be an Advanced Option to allow other users than the owner to remove files.
