Can you try resetting permissions please? That is under File Access tab of the share settings, click Reset on the left panel.

As a follow-up, i connected via SMB and that didn't change anything.
Any other thoughts?

Thank you. I had a feeling that might do it but admittedly was nervous about it since there are a lot of warnings when you click that.
