Admin access to all data via SMB

If you really mean "any way"... Well, of course a superuser with SSH access to the NAS can modify the samba configuration file to export any directory. So yes.

But if you're asking whether any user has access by default to all home directories via SMB, no.

Admin does have access to all the home folders, but root is not configured as a user in SAMBA.

I'll check the admin login again, I thought it didn't give me access but I might have missed it.

accessing the drive by \\IP\C using admin credentials should show you the home directory.
