All FTP backup jobs become Full = "Every Time" with upgrade

Wow, you actually got a rep to confirm they saw the problem; my rep kept telling me "there were no changes to the FTP backup functionality between 4.2.15 and 4.2.17." Then, they finally came back and said they had received too many complaints that the incremental backup didn't work so they took it out.
I have submitted a request to an escalation engineer to have this resolved. It is obviously USELESS to have an FTP backup that only works in FULL mode!
