Welcome to the Community!
No, it is not normal that only two disks are detected.
You can remove the drives while the disk test is in progress. You need to power down the NAS first then remove the drives afterward.
You can also download the NAS system logs then provide it to us so we can check why the disks 2 and 3 are not detected. You can do that by uploading the logs to a file-sharing site then send the download link via PM (private message)
